Abstract
It is suggested that the proper motion and the spin of pulsars at birth are causally connected. Accordingly, the observed mean values of these parameters can be attributed to the recoil momentum and torque impulse imparted to the neutron star by anisotropic and asymmetric emission of neutrinos during the collapse of the core in a supernova.
