N2 - We introduce a universal high quality factor meta-reflect-array platform capable of producing arbitrary wavefronts. As proof-of-principle, we experimentally realize strong narrowband beam-steering by perturbing guided-mode resonant elements with maximum structural differences of just 14nm (6%).
