    Abstract

    This article provides a short overview of agencies in Estonia. It first defines 'agency' and 'agencification' and then proceeds to describe different types of agencies, as well as the process of agencification in Estonia. The core of the article comprises an illustrative case study of one particular agency in the Estonian public sector. The focus is primarily on process. Although there is a lot of talk about agencification as a global phenomenon, there is little factual information about agencies and agencification, especially outside OECD countries.
